Bulgaria and the European Bank for Reconstruction and Development signed a memorandum on 29 September to establish a preparation facility for public-private partnerships and concessions. [1] [2]
The EBRD will support feasibility studies, project structuring and risk allocation, with initial cooperation covering transport and connectivity, energy, irrigation infrastructure and industrial zones. The mechanism is intended to combine private capital with European Union funding. [1] [2]
ContextThe memorandum prepares projects but does not itself approve financing or construction. Separately, the EBRD said earlier recovery-plan work had supported deployment of 3 GW of solar capacity and 15 GWh of battery storage in Bulgaria. [1] [2]
