The European Commission adopted its annual enlargement package on 4 November, introducing indicative roadmaps for Montenegro, Albania, Moldova and Ukraine and a framework for closer integration in energy, transport, digital policy and defence. [1]

The Commission said Montenegro has provisionally closed 21 negotiating chapters and could close the remainder this year with member states’ agreement. Albania’s target of completing negotiations in 2027 depends on continued reforms and inclusive political dialogue. [1]

It found no substantive negotiating progress in Serbia and said North Macedonia still needs constitutional amendments. The roadmaps are adjustable planning tools; the Council must decide the next accession steps. [1]
