Montenegro's spatial planning ministry issued a construction permit for the 118.8 MW Bijela wind farm in the northern municipality of Šavnik, according to a ministry statement reported by SeeNews. [1]

The project comprises 17 turbines across 33 hectares, a 110/33 kV substation and a transmission line connecting it to the Brezna substation. The investor must begin work within two years and complete construction within five years of the permit. [1]

ContextThe permit was issued to Vjetro Park Bijela, owned by Dubai-registered Alcazar Energy Partners. An environmental impact assessment was approved earlier in 2026; the permit authorises construction but does not mean the plant has been built or commissioned. [1]
