Moldova intends to amend its legislation to allow domestic production of defence and dual-use equipment, Parliament Speaker Igor Grosu said on 9 October. He identified drones as one possible area and said parliament would need to create the legal basis for such industrial activity. [1] [2]

Grosu said the initial purpose would be to meet Moldova’s own requirements, not to supply Ukraine. He described possible uses in national security, emergency searches and agriculture; no production contract, plant or delivery timetable was announced. [1] [2]

ContextThe proposal follows repeated airspace incidents linked by Moldovan authorities to Russia’s war against Ukraine. Grosu said 88 violations had been recorded since February 2022 and argued that air defence also requires radars, trained personnel, communications and procedures. [1]
