Leaders from the six Western Balkan partners met European counterparts at the Berlin Process summit in Miločer, Montenegro, on 22 October. The agenda centred on regional cooperation, economic integration, competitiveness, security and progress toward EU membership. [1] [2]

German Chancellor Friedrich Merz said Montenegro had nearly completed accession negotiations and described becoming the EU's 28th member in 2028 as realistic. He also called for reforms, political commitment, renewed Serbia-Kosovo dialogue and reduced polarisation in Bosnia and Herzegovina. [3]

ContextMontenegrin Prime Minister Milojko Spajić said regional market integration, stronger institutions and investment in infrastructure and clean energy were foundations for stability and European security. The summit statements express political support and targets; they do not constitute an EU accession decision. [1] [3]
